ICEM discussed their cooperation of development with Latin America, resettlement of refugees, and more; Walter highlighted the effort by the house committee on immigration and naturalization to suppor war refugees with signiifcant financial contributions; Walter gloated about millions of refugees having been admitted, especially those of Jewish descent; Walter and the then director of the International rescue and relief committee clashed at a dinner as Walter defended the immigration quotas while the director claimed the immigration laws admitted refugees but didn't help them financially or to receive definite status.
