Paper detailing the 87th congressional record in 1961; Walter reelected as head of democratic caucus for 87th congress;Morgan introduces bill that gives $100/month pension for WW1 Vets, lowers the age requirement of social security to 60, set up national fuel policy quotas on imports of oil, extend coverage of mine safety bill; Holland reintroduces bill for medical care for the elderly regarding social security program (medicare essentially); Walter proposes U.S military academy medicine school to help with the shortage of doctors at west point, annapolis, colorado springs; Walter, Clark, Wickersham propose bills to help aid in national fuel policy proposed by Kennedy; Walter introduces GSA site bill and other bill to give $389 mil in federal aid for depressed areas and introduces other bill, H.R 2588, to give tax slices for industrial development organizations;Walter introduces bill H.R 184; Bear creek dam built; House of congress votes to expand rule committee leading to 15 membership instead of 12, adding more democrats into office; Walter list five postmasters making the positions democratic; First Walter was to retire in 1962, many democrats urge him to extend his time in office, then it was said that Walter may not retire due to being pronounced healthy by doctors, before being confirmed that Walter will not retire in 1962; Bill green sought to cut out republicans through gerrymandering; Tension between Kennedy and McCormack regarding taxes and education may cause trouble within the democratic party and legislation; Democrats worried about losing the house as Pennsylvania, Illinois and Minnesota need to be redistricted. Walter introduced bill to enlarge house of representatives membership from 435 to 439; Enlargement bill expected to be shot down due to lack of opportunity to make amendments and the inflation of house membership. House shot down enlargement bill in part due to Walter’s deal to amend the bill; Vietnam war casualties increase; Redistricting set for pennsylvania after reapportionment was delayed, many plans of redistricting Pennsylvania, many of which include combining counties like northampton and lehigh into one district, proposed by Rooney; Walter demands rigid standards for supplemental and regular airlines, introduces airline safety bill; 4.6 billion foreign-aid bill- sent limited help to communist countries like Yugoslavia and to Latin American countries-approved by Kennedy and the house, Walter agreed and believed that those stuck in communist countries still need help; Foreign aid assistance act was mangled by House as they wished to cut out communist and latin countries from aid; Coal bought from domestic coal produces for bases in west Germany; JFK hoped to work with Russians on space jobs pertaingin to weather and global communication; U.S created many nuclear weapons to protect themselevs and threaten enemies; Walter attacked education system due to many students and teacher's calling for the UnAmerican committee to be abolished; Walter given Oliver van Noort gold medal for his helping acts of Refugees; Walter continued to push anti-red propoganda and claimed anyone who went against him that they were a red; Tocks Island Dam and Beer Creek Dam were proposed to be built along the Delware river and the Lehigh River; Phase 1 of Delaware River Basin compact was passed by House and Senate and Broadhead waterhsed project was approved by House and Senate, there were still many doubts about the projects; walter pushed for a pollution lab to be located near the Dams to ensure pollution control; Bethlehem Steel gained a foreign aid contract to provide steel for Pakistani Railroad Co; Walter thought the U.N's peace was at stake due to India's attack on Goa and the Dutch giving the Papuan New Guinea natives have their own government; Joseph McRadden, a lehigh uni, professors backed for deputy director of committee of European migration; Carbon county approved for $81,500 aid for redevelopment area;
