Scope and Contents
This scrapbook contains a mixture of different new clippings from 19060-1962. President Kennedy and Walter known to discuss refugee plans; The Intergovernmental Committee of European Migration struggled with an imbalanced world population; Walter was selected chairman reprsentative for the Migration Geneva Parley; Kingpin Carlos Marcello's suscessful attemtps atavoiding deporation pushed lawmakers to reform the system of deportation; Walter called for a hearing of scholars and other experts on immigration to bring reformation of immigration policies by the subcommitte for immigration; Many people were excited for Abba P. Schwartz to have been named chief of Bureau of security and Consular affairs; House voted to separet immigration form security in the state dept; Walter denounced the passport action done by the Consular affairs office and sought to amend the Immigration and Nationality act in order further restrict immigrants coming in; Walter urged for fruther help towards those fleeing then communist China- proposing a bill to admit 6,000 of them, Taiwan offered to accept Chinese refugees; President Kenedy was urged by the United States. Agency for International Development. Office of Food for Peace to give surplus food to help ease the famine in China; Walter officially got the amendment to the Immigration policy he had pushed for; President Kennedy urged to pass bill form Congress that would admit refugees without regard to immigration quotas; WAIF program that helped adopt foreign children was praised and critisized for their work in adopting foreign orphans but lack of help with American-born children; A new quota system was placed in an attempt to be rid of racial and national biases by the American immigation and citizenship conference.
