Scope and Contents

Huge meeting to discuss refugee plans by the ICEM; Hearings held by the subcommittee aimed to discuss new immigration poliy reformations and speeding up the delayed time between arrest and deportation of immigrants; New immigration bills introduced by Walter, president Eisenhower, and at the time senator Kennedy to reunite immigrant family untis; The US, as part of the UN, supported the World refugee year where many nations came together to recognize the effect of the increasing influx of refugeesand propose a plan on how to combat it internationally; Many nations looked to west Europe to resettle a protion of the refugees; Quota systems limited the aid refugees could recive and so many bills were proposed, most by Walter, to open u;p the quotas; Immigration law revised; At the time newly presented bills aimed to temporariyl negate the quotas in the immigraiton policies to take in more refugees than the US had taken in before, many in support but some worried that there wouldn't be enough space and that the plan as not safe; Walter opposed Eisenhower's plan to permanently revise immigration laws and double the quotas; Influential National Lutheran council suported president Eisenhower in his pursuit to change the quotas, as they saw the then current quotas as racially discriminatory; Congress and president Eisenhower extended law for foreign orphans and tuberculosis victims; In the wake of world refugee year, many Americans opposed the coming of more immigrants and petitioned for stricter laws to limit the amount of immigrants; Walter argues with his own political party on their views of immigration of non-european descent immigrants into the USA; Pictures of Walter at various ICEM meetings; Notes addressed to walter in portugese referring to his work in immigration abroad; pictures of Walter at an ICEm meeting in Naples, Italy; photographs of Walter with the then pope in the Vatican city;
